Can a business charge a credit card after receiving a statement of zero balance?

I purchased a cruise with a travel agency. I noticed a credit to my account in July and received a zero balance statement. It’s now November. I’ve already been on my cruise and now they are saying they made a mistake and want to charge me the credited amount. Can they legally do this without my consent? Apparently they have my credit card information on file without my consent. Thanks for your help! I want to do the right thing but at the same time I don’t feel like I should have to pay for their mistake.

I have a potential Internet customer who wants to pay by credit card, but currently I only accept payments by PayPal. I tried to contact PayPal about taking credit cards over the Internet but they won’t give me a quick, straight answer. They want a salesman to call me at work. That’s a red flag!
