My thoughts on Ed Ball’s Remarks on Mandarin recently

There is much debate as to whether schools should make “Mandarin for all pupils” in primary and secondary schools according to Ed Ball, who in Jan 2010 stated “In this new decade our ties with emerging economies like China will become even more important and it’s vital that young people are equipped with the skills which they need, and British businesses need too, in order to succeed in a rapidly changing world.”

 

There is no contesting in his statement as people all around the world can testify to the economic power emerging from China. Ranging from world class political round tables to every corner of business media, we have all heard about China and its growth in every aspect.  Based on a recent survey by the Confederation of British Industry, French, German and Mandarin were the three languages most in demand from employers. This in itself is solid evidence supporting the market demands for Mandarin speakers.

 

 However ,David Laws, the Lib Dem schools spokesman argued “It is delusional to think that many children are going to benefit from Mandarin teaching when there are only a handful of such teachers in the country”.  

 

Further more, this paucity has also been highlighted by Dr Martin Stephen-High Master of St Paul’s School, in an article in the Times newspaper dated Feb 3rd2010. He specifically mentioned two university tutors who stated there is a shortage of good teachers of Mandarin in Britain, and that too many students who learnt it at school have been taught badly.  

 

Dr Martin further mentions “Everybody needs to calm down, it is absolutely right to recognize that our young people will benefit greatly from more knowledge of another language. With Mandarin the issue is not whether we do it, but how.”  I am in completely agreeance with his points, especially with respect to HOW we do it.

 

The question is where do we find such quality teachers? Do we have enough learning resources and how will the curriculum be structured? How do we assess pupil’s learning and which watch body will supervise the whole system?

 

 

St Pauls and Godolphin Latymer are amongst the few pioneer schools in London offering Chinese to their pupils since 2007. After this, the trend of teaching children Chinese has quickly spread in most of the private primary and secondary schools.  So where are they sourcing these quality teachers from?

 

 In China it takes at least 3 years to become an entry level teacher, and subsequently it takes a further 3-4 years in teaching practice, involving rigorous panel assessments in order to reach a 1st ranking certificate?

 

           It is clear that there is a huge shortage of quality Mandarin teachers, so in view of this, what is the point in discussing any issues related to furthering Chinese learning?  If Ed Ball is to implement his plan, then he must provide a well structured programme encompassing the point we alluded to.

 

In my opinion it is vital that children should be able to enjoy the culture, the knowledge, the beauty and the romance of a language. I whole heartedly advocate Ed Ball’s manifesto to offer Mandarin to schools where children have a choice to exploring the language and culture. But how much can the government afford to provide this offer in a nationwide scale? And are they ready to do it?

How do theives use a found credit card number to steal from you?

I work for a credit card processor wher I am selling new credit card machines. Here is my question, some of the older machines these merchants use print out the whole credit card number, expiration date and the customers name. I understand and wouldn’t want my info on a receipt, but I am having trouble understanding how someone could take my credit card number and actually spend on it? If they go on the internet to buy something, their IP will get snatched and they would need the 3 digit code on the back of the card to finish a transaction. If they go into a store, they have to convince the cashier to handkey the card number and they have to risk being seen on camera. So how is this such a big problem? What can a theif actually do with the number?

Low earners are still struggling to achieve a minimum standard of living as costs continue to rise despite universal pressure on wages and benefits.

The highly influential Joseph Roundtree Foundation (JRF) has published its annual update on the public’s opinion on what people need to earn to achieve a socially acceptable standard of living.

Despite the harsh recession, the public involved in the research haven’t reduced what they consider to be life’s bare necessities. They still feel as a minimum people need not just physical essentials like shelter, warmth and food but also things that allow them to participate in Society, and to have a life.

JRF calculates that a UK family of two adults with two children needs an annual income of at least £29,200 to afford the basics of life. For a single person the minimum is £14,400 – equivalent to full-time job earning £7.38 an hour.

Inflation has caused the cost of a minimum household budget to rise by 3% to 4% in the year up to April 2010, in line with general inflation. However a new part of the JRF study shows that over the past ten years the rising cost of public transport, food, and other essentials means the minimum budget costs 38% more, despite general inflation running at just 23%.

Consequently a single person who in the year 2000 could afford a minimum basket of goods and services (but whose income had just risen by the official inflation rate) would be £19 a week short of being able to afford the same basket in 2010 – a net fall in their living standard of over 10%.

Interestingly a computer and home internet connection are now considered vital for all non-pensioner households, according to the groups involved in the study In 2008, they were only considered essential for families with school-age children. As early as 1999 JRF were predicting that those with lower incomes were going to be excluded from the rapidly growing ‘electronic economy’ where increasingly everything from utilities to credit cards were going to be sourced and compared online.

JRF calculated that a £1,000 rise in tax allowances from next year would help some low income families making them £320 a year better off (after inflation) if both partners worked.

But as it appears that the new Government’s plans to increase benefits only by the ‘Consumer Prices Index’ in future, as opposed to the higher ‘Retail Price Index’, those on benefits look set to become increasingly worse off in real terms.

I’ve applied in the past like a few years back for various dept. stores and was denied. Ive since quit applying for them and my credit score has risen as well. My credit score is better now in the mid 6′s. What are my chances of getting a credit card with anyone. Ive never had a credit card before can i get one now with my credit score?Who, why, what , when and where?
